There is no way that you can develop the ‘how’ without looking at the ‘who,’ even in your development. If you are saying that, ‘this fund will be administered in this way,’ to who? Eventually the ‘who’ is intermingled with the ‘how’. We cannot separate those two. We cannot say that these regulations are not discussing who is receiving the Equalisation Fund and is only talking about the ‘how’. You cannot discuss the ‘how’ without quoting intrinsically the ‘who.’"
