    "content": "Thank you, Mr. Temporary Speaker, Sir. Now I will try to summarise on the issue of the administration of the fund. That is where I have issues. The Equalisation Fund Advisory Board at the national level is clearly stated where the Senate, National Assembly, Council of Governors (CoG), and Principal Secretaries (PSs) for the Ministry of National Treasury and Ministry of Devolution and ASALs have a representative. I do not have any issues with the National Assembly proposal that their representative will come from pastoralists community. It is very good if it is identified that way. This is because the possibility of any of the other Members being from a pastoralists community will be slim. It is good if one institution ring-fences that position to be from a pastoral community because it is the only one which has identified that."
