    "content": "I dare say that it is good now we are going to have project identification and implementation committees as recommended by the Commission on Revenue Allocation (CRA) in its 2018 Second Marginalisation Policy. The role of county governments has also been highlighted and brought on board which is positive and the need also to deal with stalled projects. Some of the projects initiated using this fund have already stalled. There is no need of even having new projects if the old ones have not been completed."
