The Attorney-General says the procedure is not to come to this House to demand for payments when he knows that Members of Parliament are here to represent the interests of Kenyans. Asking Questions in this House is part of the responsibility of a Member of Parliament. Is he in order to tell us that the procedure is not to come to this House? He has admitted that I even obtained the certificate against the Government and he has not paid this money."
