    "content": "On a point of order, Madam Deputy Speaker. There was a very important Statement about Marsabit County that we wanted to contribute to, but you rushed over it. Now we do not have Members for this business. I do not understand why you are deferring Committee of the Whole yet we are here. We have our Bills at Committee Stage unless we have a shortage of presiding officers for Committee. This is something we have discussed in the Senate Business Committee (SBC). We have Bills to deal with. We can pass a resolution now, allowing somebody else to sit in at Committee if there is a shortage there. We are in this House to transact business. Otherwise, we will have to adjourn at this point, which is bad news. The Prompt Payment Bill (Senate Bills No.16 of 2021) and the Start-Up Bill (Senate Bills No.1 of 2021) are in the Order Paper and we are here."
