    "content": "Madam Deputy Speaker, extrajudicial killings and the enforced disappearances in Kenya is a matter of grave concern to the people of Kenya, prior to and even after passage of the Constitution, 2010. When this Committee commenced this inquiry, we intended to establish the factors that led to this continued practice and persistence, despite the many reforms that this country has experienced in the police service and the justice sector generally. In the course of our work, we conducted a number of key stakeholder hearings. We spoke to families of the victims of the extrajudicial killings and enforced disappearances. We conducted hearings with various human rights organisations both in Nairobi City, Kwale and Mombasa counties. We spoke and had presentations from key stakeholders, including the Independent Policing Oversight Authority (IPOA), the Kenya National Commission on Human Rights (KNCHR), the Director of Public Prosecutions"
