    "content": "Mr. Speaker, Sir, even where summons have been taken to the Accounting Officers, the Ministries have failed to give proper brief to the Attorney- General for various reasons. Even where a brief has been given and the defence has been filed, when the case comes up for hearing in court, the Ministries have failed to make witnesses available maybe, because of various difficulties, for example, some officers have been transferred, resigned and so on. When we come to executing the decree, it will be extremely useful if after obtaining the certificate against the Government, which is provided for under the Government Proceedings Act--- That certificate is against the officer of the Ministry--- If that authorized officer fails to pay in accordance with the Act, then the procedure there is to apply for a mandamus to direct the officer to pay. Failure to which, he is committed to civil jail."
