    "content": "Madam Deputy Speaker, in brief, we want to report to the House that having done this inquiry, we formed the conclusion that the Kenyan police should be professional, observe the rule of law, respect constitutional rights of Kenyans as enshrined in Article 26 of the Constitution and ensure that suspects are subjected to the rule of law by arresting them. They should take them to court, but not taking the law into their hands."
