    "content": "Thank you, Madam Deputy Speaker. I rise to second this very important Motion by my Committee. I am a bit handicapped today because I forgot my reading glasses and I cannot see clearly. This is a very important report. I do not know whether Members know and are aware that the right to life as enshrined under our Article 26 of the Constitution and under Article 6 of the International Covenant on Civil and Political Rights, is the most important right of them all. It can be said that all other rights, the human rights flow from the right to life."
