    "content": "Mr. Speaker, Sir, I wish to state that the Committee on Devolution and Intergovernmental Relations is established pursuant to Standing Order No.218 and mandated to consider all matters relating to devolution, intergovernmental and intercounty relations, governance and management of county governments, cities, towns and urban areas. The members are as stated as below. Mr. Speaker, Sir, this Petition was originated by Mr. Osman Idris Mohammed a resident of Wajir County concerning the malpractices of the Governor of Wajir County. It was tabled in the Senate on 30th March, 2021 by the Senator for Wajir County, Sen. (Dr.) Abdullahi Ali and committed to the Committee of Devolution and Intergovernmental Relations on the same day. Mr. Speaker, Sir, in summary the Petition raised the following allegations against the Governor of Wajir County- 1. Breach of the Constitution with impunity. 2. Disregard of the County Governments Act, 2012. 3. Breach of the County Procurement and Asset Disposal Act, 2015. 4. Breach of Public Finance Management Act, 2012 and regulations."
