    "content": "More than 10 years after we promulgated the Constitution this country is still grappling with very basic rights. As a city dweller, I know that the Constitution guarantees proper and quality education for all. The same Constitution guarantees clean affordable drinking water for domestic use and sufficient nutritious food for every individual in this country. Ten years after the promulgation of the Constitution, some of these basic rights are still a pipedream. They are still very far-fetched for some of the people who dwell in the capital city, the biggest city in East and Central Africa. As we talk about human rights, the new Commission will have to start from the basics as we go on to the loftier aspirations of better human rights."
