    "content": "Hon. Temporary Deputy Speaker, further to the administrative issue, we went further to look at the policy and legislative recommendations which were brought forward. As I already hinted, the National Assembly Departmental Committee on Lands, in consultation with the relevant stakeholders, should put in place a policy and legislative framework to mitigate the obscured mixed land-use conflicts and promote sustainable development for the future. This is a very important issue. The area we are talking about was supposed to be an industrial zone. However, it seems that the Machakos Municipal Council had indicated that the land can be used for both industries and residency. This is what is causing problems because of approval to contract those houses next to the factory. Unfortunately, the pollution is affecting the residents and it is important to mitigate this."
