    "content": "Mr. Speaker, Sir, first of all, let me just highlight that this agreement was signed by the council in 1995. Just for record purposes, that should be noted. I have tried to highlight the revenue projections and growth. Indeed, in the early days, one can see some substantial growth up to the year 2004/2005. Then you start seeing a downward trend of the revenue collection. So, it is true that if the councils can organize themselves, they too can also have the capacity to collect this revenue and, perhaps, increase the collection. But I must also confess the fact that in certain instances, localized intrigues in some of these councils do affect the revenue collection."
