I know that the substantive Speaker ruled substantively on the issues that should come before the Committee for deliberation, but I also know that he further directed the several Members who have proposed amendments to the Bill to caucus and come up with issues that they agree on. I speak as the Vice-Chairperson of the Committee that was tasked with that assignment.
