    "content": "Mr. Speaker, Sir, we are very much aware of the issue in the northern part of Kenya regarding inadequate hospitals. Indeed, as I have said in this House, one of the shortcomings that we have had in the Ministry is lack of a Development Budget from the Treasury. For example, this year, we have allocated only Kshs2 billion for development of the whole country. Nonetheless, we have, together with the Treasury, developed a proposal to get concessional funds from Spain, through a project that specifically focuses on Northern Kenya, for building hospitals. We know that DANIDA has been doing its best in that area, but we feel that an extra source of resources is needed to meet the needs of Northern Kenya. Again, I have said that my main aim is to ensure that every constituency has a sub-district hospital. So, it is our responsibility to look for the resources, not just from the Treasury but from development partners as well, to meet this goal. I assure the hon. Member that we will do our best to do that. It is in the interest of Turkana district as well as in the interest of the Republic of Kenya."
