If you look at Article 217 of the Constitution when we are dividing revenue between the national and the county government that issue comes here. We talk about the national Government and the conditional grants. Why then should we be devolving funds if we cannot oversight on them? I hope that the Parliamentary Service Commission (PSC) will put in some good legal brains to support this Committee on Devolution and Intergovernmental Relations and challenge that decision by the High Court.
