"content": "Madam Deputy Speaker, I beg to move that the County Governments (Amendment) Bill (Senate Bills No.38 of 2021) be now read a second time. The amendment to this Act is quite familiar to this House. In the last Parliament, this House came up with Section 91(a) to the County Governments Act and established the County Development Board (CDB). The CDB has been referred to as the Sang Board. The Bill that brought effect to it was brought by Sen. Sang, who was a very vibrant Member of this House. His vibrancy has been inherited and added on by Sen. Cherargei, who also comes from Nandi County. Madam Deputy Speaker, when the President signed the amendment to the Bill and made it law, the Council of Governors (CoG) rushed to court saying that the CDBs were unconstitutional. As a result, Section 91(a) of the County Governments Act was struck out and declared unconstitutional."
