Article 179 of the Constitution vests executive authority in an executive committee which is the county governor, the deputy governor and 10 County Executive Committee Members (CECMs) who are not Members of the County Assembly (MCAs). This is all from the governor’s side. It is the governor who determines who can dance to his tune so that they are appointed as the CECM of a certain department. If they sit down, develop CIDP and from it an ADP, what tells you that the decision will be one that considers every part of the county or be inclusive? What gives us a guarantee that when we are here fighting for the interests of the county in its entirety, county governors or the County Executive Committee (CEC), will also be doing the same?"
