In fact, if I was to be asked, we would merge all the three commissions, namely, the NGEC, the Commission on Administrative Justice (CAJ) - which is the Office of the Judiciary Ombudsman - and the Kenya National Commission on Human Rights (KNCHR) to form one commission, and then strengthen it so that we can have offices in all the 47 counties. Right now as a country, we are facing the problem of ballooning wage bill. We need to think of ways of reducing the wage bill and the cost of operations so that we are left with enough money to do development. The commissions that we have are doing duplication. There is duplication of duties where we have two or three commissions doing the same job."
