    "content": "On a point of order, Mr. Deputy Speaker, Sir. You know the main reason why Governments are elected is to protect the sovereignty and borders of countries. The Minister for Foreign Affairs, I think, should be restrained from giving such answers on the Floor of the House. I have even asked him a Question on Ugandan forces that are on Kenyan soil and he has not answered. He is purporting to answer a question that relates to another Ministry and yet, he cannot even answer a Question that relates to his Ministry. I would like to ask the Chair to make a ruling that this Minister is out of order and should not purport to answer this question because he is not competent enough to answer it."
