    "content": " Hon. Temporary Deputy Chairlady, I beg to move: THAT, the Bill be amended by deleting Clause 3 and inserting the following new clause− Application. 3. This Act applies to all processes of facilitated human fertilisation undertaken through insemination in or outside the body. The reason is that we must understand and appreciate that the preamble of our Constitution acknowledges the Almighty as the creators. At every stage, we must acknowledge that the processes of fertilisation, whether inside or outside the body, are not of evolution but really a stage of conception."
