    "content": " Thank you, Hon. Temporary Deputy Chairlady. Let me also take this opportunity to thank the Committee. This is again a very strong and good amendment. They are providing a framework which is higher than the International Covenant on Economic, Social, and Cultural Right, African Commission on Human Rights and the Abuja Declaration. This is because what we normally do is to provide for loss without budget. The Committee is proposing a strong budgetary allocation by the counties so that we can hold them accountable. I think these are excellent amendments and I thank the Committee."
