Temporary Deputy Chairlady, I beg to move: THAT, the Bill be amended by deleting Clause 12 and substituting therefor the following new clause — Composition of the Directorate. 12. (1) The Directorate shall consist of— (a) a Director; and (b) such other staff as the Cabinet Secretary may, in consultation with the Director, consider necessary for the performance of the functions of the directorate under this Act. (2) The Director and staff of the directorate shall be competitively recruited and appointed on such terms and conditions as Cabinet Secretary shall, in consultation with the Salaries and Remuneration Commission determine. Here, we are not merely deleting. This is because even if we have removed the Authority and created a Directorate, the Directorate will need staff. So, Clause 12 was stating what the Authority will do to get the staff. Now we have to change the wording because the cabinet secretary will be in charge and will be recruiting staff for that directorate."
