    "content": "The amendment to Clause 18 seeks to bring clarity. In fact, there is a spelling mistake. It is not, “a person shall not create, keep or use a human being”, but rather, it should be “a human embryo at any stage of development”. The reason is that it brings clarity to the first two weeks of human development after fertilisation and conception, which is called the germinal stage. The third week through to the eighth week is what is known as the embryonic stage. From the ninth week to birth, it is known as the fetal stage. So, it simply enhances the definitions in this particular Clause 19. Otherwise, it would have left it open-ended, in my considered opinion, if we just said “a person shall not create and keep\"."
