    "content": "THAT, Clause 23 of the Bill be amended — (a) by renumbering the existing provision as sub-clause (1); (b) in sub clause (1) by inserting the words “and commercial” immediately after the word “speculative” appearing in paragraph (c); and (c) by inserting the following new sub clause immediately after sub clause (1); (2) A person who contravenes the provisions of this section commits an offence and shall, upon conviction, be liable to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years, or to both.
