    "content": "THAT, Clause 24 of the Bill be amended by— (a) renumbering the existing provision as subclause (1); (b) inserting the following new sub clause immediately after sub clause (1) — (2) A person who contravenes the provisions of this section commits an offence and shall, upon conviction, be liable to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years, or to both."
