"content": "Mr. Deputy Speaker, Sir, the Minister has told the House that the actual shortage of teachers which he says is factual is 65,000. The concern of Kenyans and Members of Parliament is that managers; that is, the heads of secondary schools, heads of primary schools, the Kenya National Union of Teachers (KNUT) and Kenya Union of Post Primary Education Teachers (KUPPET) have said that the shortage of teachers is double what he is telling us. Could he tell the country what is to be believed? Is it what the managers are experiencing on the ground or what he is telling us here today as 65,000 teachers? Which is which?"
