Temporary Deputy Chairlady, if you look at the amendment proposed by the Chair in clause 35(1), the Directorate shall not provide information to a person below the age of 21 years, unless the information is necessary for a medical procedure relating to the minor. That is not a minor. Secondly, we have already said it is not a minor who will seek information, but a person who is 21. A minor may, through a legal guardian, give notice to seek information. So, why are we referring to a minor seeking information? That is why I was saying we use the word ‘person’ instead of ‘minor’."
