It is against who would disclose information. Even the previous provisions on sentences have followed the same pattern of not exceeding. Two, we expect that we have sober judges who will not just prescribe a fine of Ksh5 against somebody who has given out information; that is unreasonable. I hope that we can also trust the Judiciary."
