    "content": " I think I agree with Hon. Sankok. If we do not do that, people will take advantage. It is only fair that we have a minimum and a maximum sentence. Somebody with discretion may decide to fine Ksh1,000. This House makes laws and supervises them. We cannot, therefore, run away from it and leave it at the discretion of somebody else. It is this House that makes laws. Just come up with something minimum and also maximum. Chair, do not leave it at the discretion of somebody else. This country is getting out of this because of corruption. The moment you say maximum, they can do anything since the law is open."
