    "content": " Chair, on Clause 37, I want to inform Members that we are focusing on anybody who would disclose information. Two, for the drafters – and I imagine that we have a few lawyers here – the common way of drafting is saying “not exceeding”. Mainly, we do not set the minimum. We mainly say not exceeding such and such amount. If you disclose information, you will be fined an amount not exceeding Kshs5 million. For the purposes of neatness Chair, I will beg the House to support so that we can move on."
