    "content": "Clause 39 of the Bill be amended— (a) by renumbering the existing provision as sub clause (1); and (b) by inserting the following new sub clause immediately after sub clause (1); (2) A person who contravenes the provisions of this section commits an offence and shall, upon conviction, be liable to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years, or to both. This is the issue of the “Authority” to “Directorate” and amendment to provide for penalty for contravention of the Clause. I beg to move."
