The clause states that the cabinet secretary, in consultation with the Authority, may make regulations generally for the better carrying out of the provision of this Act, and without prejudice to the generality of foregoing, may make regulations. Therefore, the amendment in (b) is to delete Clause 59(d). How will the cabinet secretary make regulations for the number of times a patient can be given assisted reproductive services? That is a health matter."
