    "content": " Thank you, Hon. Deputy Speaker, I beg to move: THAT, the County Government Grants Bill (Senate Bill No.35 of 2021) be read a Second Time. Hon. Deputy Speaker, as you are aware, this Bill was read the First Time on Wednesday, 13th October 2021 and committed to the Select Committee on Budget and Appropriations for processing. It is a requirement by our own Standing Orders for the Committee to table a report before it is read for a Second Time. However, I submit to the House my apologies as we are unable to currently do the report as it requires more time to iron out pertinent issues. Since 2013/2014 Financial Year, counties have been receiving both conditional and non-conditional resources from both the Government of Kenya and development partners such as the World Bank, the European Union, the International The electronic version of the Official Hansard Report is for information purposesonly.
