You know this House has traditions, and we passed in this House that there is no Bill that can be discussed at the Second Reading without a public participation report from the Committee. The Chair of the Budget and Appropriations Committee has indicated that there is no report. So, I wanted to seek your direction on whether you have used Standing Order No.1 and given him the go ahead for the Bill to go to the Second Reading without the report. This is because Article 118 of the Constitution is very clear that public participation is part and parcel of the legislation of this House. We seek your advice on that. Thank you."
