    "content": "The Bill underwent First Reading on 8th June, 2021. As we are aware, community groups and self-help groups in Kenya so far are 271,400. They receive millions and billions of shillings from philanthropists and sometimes from Members who contribute but they are not regulated. That is why this Bill is very important. I urge all Members to support the Committee in its endeavour to make sure that we regulate them so that we do not have proliferation of thugs within such a very important community based registration system."
