The guidelines are given under Clause 22 of the Bill. It also provides that the group shall establish and maintain an official and physical address. Many of the groupings in the rural areas are amorphous. They are briefcase groups. You do not know where to find their office because they do not have any. Many meet under a tree or somebody’s house. Therefore, in case of embezzlement of money or conflict or there is any issue relating to the group, you cannot tell exactly where to find them. The Bill now cures that mischief by ensuring that all the groups must have a registered office."
