    "content": "Hon. Temporary Deputy Speaker, it is a two-page Bill that basically sets out the repeal. Section 4 of the Bill states that the Cabinet Secretary shall, before winding up, ascertain the status of the claims against the Fund and ensure that they are settled within one year and the proceeds are paid in the Consolidated Fund. It further states that the term of the Members of the Board of the Fund shall continue until the claims are paid hence creating that transition mechanism. It also states the Cabinet Secretary shall, within one year of coming into operation of the Act, wind up the Fund and pay the proceeds from the Consolidated Fund."
