Standing Order No.38 (1) says:- âThe Government shall have the right to have its business placed on the Order Paper in such sequence as it may determine: Provided that, subject to Standing Order No.7 (Summoning the House during a Session after adjournment), on every Wednesday morning on which the House sits, business other than Government Business, shall have precedence except for business of the Financial Statement on Annual Estimates.
