    "content": "On a point of order, Mr. Deputy Speaker, Sir. It is not correct that the Government has no business. We know that the debate on the Constitution is on the Order Paper. It is, therefore, not right to say the Government has no business. The Government has refused to place the business on the Order Paper. Could the Prime Minister or the Whips tell us why the Government has refused to place this business on the Order Paper so to that we can proceed to enact a new Constitution for the people of Kenya?"
