    "content": "you spoke passionately about the work that is still ongoing and I know that this is by way of update. We need to expedite. You remember we do not have to get to that level. If you recall a few years ago, these taxi alien cab drivers used to come and camp outside Parliament pleading to MPs to pass this legislation so that they are not exploited. This is within our national laws because we are not protecting our citizens from exploitation. Mr. Temporary Speaker, Sir, if you go to certain countries that are blessed with different resources, people ensure that they are particular about how much resources they allow to move out of the country. Can you imagine 25 per cent of all the rights that happen in a particular country in a day? Just moving, yet there is absolutely no investment. Beyond that particular intellectual property, they own this particular application. It is within us to sit down and say 15 per cent - in fact if you asked me, I do not think it should be anything beyond 10 per cent - that should be enough to safeguard the interest of running this organization. In any case, we are third world countries and they do appreciate that as part of their business enterprise, they should not be milking as much from people that are already struggling. Countries such as Kenya, 25 per cent is too exorbitant.
