    "content": "My point was very clear. The Committee needs to be very innovative in trying to advise the media houses and Telecommunications Companies (TELCOs) on how they can create business opportunities for the youth. For instance, I want to encourage the Committee on ICT to propose or amend the laws so that individual TV station and radio stations can sign a contract with particular musicians. This is in order to avoid a situation where the money is sent to a cartel and those musicians who were supposed to be benefit do not. There was a big problem when a big cartel was running the cooperate society whose name I cannot remember. ( Sen. Wetangula Spoke off record)"
