"content": "I also note that the High Court in its Judgment had also declared the National Assembly Standing Order No.143 which requires Bills originating from the Senate to be subjected to the money Bill determination as offending the Constitution. The Court of Appeal did not, however, make any determination on Standing Order No.143 as it was not part of the items that were set for determination at the Appeal. Indeed, the Court of Appeal also observed in Paragraph 260 of its Judgment as follows, and allow me to quote: “260. We note that there was no appeal in respect of Standing Order No. 143 (2) to (6) which was also declared unconstitutional by the High Court. This being the case, there was nothing for us to determine in this regard.” Hon. Members, in light of the foregoing, the High Court Judgment which declared the National Assembly Standing Order No.143 unconstitutional still stands. Additionally, I also note that the Court of Appeal in its Orders also declared that the provisions of Standing Order No.121(2) of the National Assembly Standing Orders, which provide for the procedure for consideration of The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
