    "content": " Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to the County Governments Grants Bill. Let me start by appreciating the Budget and Appropriations Committee in relation to appropriations of funds. I just want to appreciate the proposed grants and loans, but my main concern will be: when we talk about public participation in this country, it is taken for granted. So, my first point is to say that when we talk about these loans and grants, it is my believe that the county governments will ensure public participation takes place at the right time so that people can give their views in relation to the entire matter."
