    "content": "Article 1 of the Constitution states that all sovereign power belongs to the people of Kenya. Article 95 (c) states that the National Assembly shall deliberate on and resolve on matters of concern to the people. This Bill is important because it is about the resources that go to the counties for the wellbeing of our people. It is important that resources going to our counties are properly accounted for and managed for the wellbeing of our people. With those remarks, I beg to support."
