    "content": "This is an issue about commissioning of surrogacy. Issues may arise where people want to manipulate the gametes at the early stages to determine the sex of a child. That should not be allowed. Also, where you have zygotes or early embryos that are not used, they may want to sell them. That is prohibited so that the commissioning is confined to just the particular embryo that is involved."
