    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) The Ministry has delayed to disburse secondary school bursary funds because there was need to ensure that Form One students are also considered in the allocation of bursaries at the constituency level. Disbursing the funds before Form One students report to their respective secondary schools would have locked them out. (b) The Ministry has finalised the process of disbursement of the first tranche of the constituency bursary funds for the Financial Year 2009/2010, amounting to Kshs239,454,263. The funds will be electronically transmitted to the respective constituency bursary fund accounts by 13th March, 2010."
