    "content": " Hon. Temporary Deputy Chairlady, I beg to move: THAT, clause 18 of the Bill be amended in sub-clause (5) by deleting paragraph (d). Our reasoning is to delete the provision of access to persons with disability as a basis of a landlord increasing rent. Why? Because the law currently requires that design of any new building must provide access for PWDs. It is a right, so nobody should increase rent on account of providing access for PWDs. I thank you."
