    "content": "The reason is to require the Cabinet Secretary (CS) to seek the approval of the National Assembly whenever he/she seeks to exempt any premises from the provisions of this Act. The original Bill did not give this provision, which means the CS can do anything at any time. We do not want that to happen. There should be checks and balances."
