    "content": "I have realised that when those outside companies like the Chinese ones get a project, sometimes, they move ahead of our systems. For example, when they were constructing the Standard Gauge Railway (SGR) in my constituency, I talked to them and found they were ahead of the Permanent Secretary (PS). He was trying to organise public participation, but they were already on the ground doing citizen participation by themselves! They are very fast and do many things in one day. Actually, if they go to a site, you find within a short period many things change like they have been there for many months. It is that movement of speed, manpower and sometimes working 24 hours which makes the difference between them and us. I support this Amendment Bill. Let us give our engineers a chance to serve this country and I know they will transform it. Thank you."
